A.目的
本手冊(cè)部分介紹了自動(dòng)高速公路-平交道口報(bào)警系統(tǒng)維護(hù)和測(cè)試說(shuō)明。陳述了操作規(guī)程建議的一般規(guī)定。
B.注意事項(xiàng)
在影響高速公路-平交道口報(bào)警系統(tǒng)的正常運(yùn)行變動(dòng)或測(cè)試之前，實(shí)施備用安全措施，對(duì)接近高速公路用戶的火車發(fā)出報(bào)警。
C.總則
1. 除非列車運(yùn)行得到充分保護(hù)，不允許進(jìn)行可能影響列車安全操作的維護(hù)、測(cè)試和的修理作業(yè)。進(jìn)行臨時(shí)修理或調(diào)整作業(yè)時(shí)，如有要求，操作方式不得影響列車操作安全。在進(jìn)行修理、調(diào)整、變動(dòng)或者替換作業(yè)時(shí)，立即進(jìn)行測(cè)確定相關(guān)用具功能是否正常。在使用器具進(jìn)行測(cè)試時(shí)，要求使用適當(dāng)?shù)膬x器，并確定沒(méi)有在不安全的情況下使用試測(cè)器材。
2.在惡劣天氣或其他影響報(bào)警系統(tǒng)操作的環(huán)境狀況情況下，盡可能檢查相關(guān)裝置，保證設(shè)備功能正常。
3.定期進(jìn)行測(cè)試，確定報(bào)警系統(tǒng)功能正常。
4.按照要求，這里要求的檢查和測(cè)試的結(jié)果，以及其它檢查和測(cè)試結(jié)果必須進(jìn)行記錄。
5.按照要求，使用油漆涂料。
這里使用的術(shù)語(yǔ)“按照要求”指的是個(gè)別鐵路要求規(guī)定；

D.信號(hào)密封和設(shè)備
1.影響高速公路-鐵路交叉道口報(bào)警系統(tǒng)操作或列車操作安全的電路，要求和地接或地接組件隔開(kāi)，允許通過(guò)任何繼電器或電磁設(shè)備的電路等于的或超出75%的釋放值，除直接連接鐵軌和唯一的單線回線電路、單斷點(diǎn)、控制電路，使用共同地接和安全接地的交變電流配電線路。
2.每根導(dǎo)線必須貼標(biāo)簽或做好標(biāo)記，可以在每個(gè)終端加以辨認(rèn)。按照電路計(jì)劃進(jìn)行命名。儀器外殼的識(shí)別標(biāo)簽或標(biāo)記要求采用絕緣材料。導(dǎo)線、標(biāo)簽或者其它標(biāo)記不得影響裝置移動(dòng)部件的操作。
3.浪涌保護(hù)裝置和地接必須按照要求連接正確并進(jìn)行維護(hù)。
4.信號(hào)密封必須干凈整潔，除非另有規(guī)定，不得作為存放材料、工具或者配備使用。除非另有要求，不得惡劣天氣或暴風(fēng)雨天氣使用。
5.攔路木、封蓋和緊固件必須保持完好，并設(shè)置有適當(dāng)?shù)膲|圈。
6.燈具控制繼電器要求在負(fù)荷燈具運(yùn)行的情況下進(jìn)行維護(hù)。
7.要求進(jìn)行測(cè)試確定延時(shí)繼電器的操作時(shí)間不少于批準(zhǔn)計(jì)劃指定的時(shí)間。
E.報(bào)警設(shè)備：總則
1.進(jìn)行報(bào)警設(shè)備維護(hù)以便依照清掃區(qū)域的規(guī)定執(zhí)行。
2.報(bào)警設(shè)備應(yīng)保持完好，并進(jìn)行維護(hù)。標(biāo)志、反射器和圓形飾物必須保持干凈整潔。
3.報(bào)警系統(tǒng)的性能要求定期進(jìn)行檢查，并按照相關(guān)要求做好記錄。

F.燈具
1.進(jìn)行測(cè)試確定燈具在正常情況下和使用后備電源情況下操作正常。
2.按照相關(guān)要求進(jìn)行測(cè)試，確定燈具能按照規(guī)定頻率閃動(dòng)，頻率不少于35次/每分鐘，但不超過(guò)65次/每分鐘。
3.在每個(gè)高速公路引路檢查光度單位，保證裝置排列適當(dāng)，并且所有報(bào)警設(shè)備的視線不受阻礙。

使用鈴鐺時(shí)，按照相關(guān)要求進(jìn)行維護(hù)。

Recommended Instructions for the Maintenance and Test of Automatic Highway-Rail Grade Crossing Warning Systems*

A. Purpose
This Manual Part recommends instructions for the maintenance and test of automatic highway-rail grade crossing warning systems. They set forth general requirements representing recommended practice.
B. Precautions
Alternate safety measures shall be taken to actively warn highway users of approaching trains before changes or tests are made which would affect normal operation of highway-rail grade crossing warning systems.
C. General
1. Maintenance, tests and repair work which may interfere with safe
operation of trains shall not be started until train movements have been
fully protected. Temporary repairs or adjustments, when required, shall be
made in such a manner that safety of train operation will not be impaired.
When repair, adjustment, change, or replacement is made, tests shall be
made immediately to determine that the apparatus functions as intended.
When making tests of apparatus, proper instruments shall be used and it
shall be known that no unsafe conditions are set up by the application of
testing equipment.
2. In the case of severe weather or other environmental conditions that may
affect the operation of warning systems, inspection shall be made as soon
as practicable, to assure equipment is functioning as intended.
3. Tests shall be made periodically to determine that the warning system
functions as intended.
4. Results of inspections and tests herein required and all other inspections
and tests that may be required shall be recorded, as instructed.
5. Paint should be applied, as instructed.
*The term "as instructed" as used herein refers to individual railroad instructions.

D. Signal Enclosures and Equipment
1. Each circuit which would affect the operations of highway-rail grade
crossing warning systems or the safety of train operation shall be kept free
of any ground or combination of grounds which will permit a flow of current
equal to or in excess of 75% of the release value of any relay or
electromagnetic device in the circuit, except circuits connected directly to
track rails and common return wires of single wire, single-break, control
circuits, using a grounded common, and alternating current power
distribution circuits which are grounded in the interest of safety.
2. Each wire shall be tagged or otherwise marked, so it can be identified at
each terminal. Nomenclature shall correspond to that of the circuit plan.
Tags or other marks of identification in instrument housings shall be made
of insulating material. Wires, tags, or other markings shall not interfere
with moving parts of apparatus.
3. Surge protective devices and made grounds shall be properly connected
and maintained as instructed.
4. Signal enclosures should be kept clean and should not be used for storing
material, tools, or supplies unless special provision is made. They should
not be opened in severe or stormy weather, except when conditions
require.
5. Doors, covers and fastenings should be kept in good condition with
suitable gaskets in place.
6. Lamp control relays shall be maintained in such condition to carry the
lamp load.
7. Tests shall be made to determine that operating time of time element relay
is not less than time shown on approved plans.
E. Warning Devices: General
1. Warning devices shall be maintained so as to conform to established
clearances.
2. Warning devices shall be kept in good condition and maintained. Signs,
reflectors and roundels shall be kept clean and intact.
3. Performance of warning systems shall be checked periodically and shall
be recorded, as instructed.

F.
1. Tests shall be made to determine that lamps will operate on normal and
standby power.
2. Tests shall be made, as instructed, to determine that lamps flash
alternately at a rate not less than 35 nor more than 65 times per minute.
3. Light units shall be checked from each highway approach to assure that
they are properly aligned and that view of all warning devices is not
obstructed.
G. Bell
Bell, when used, shall be maintained, as instructed.
