A.目的
這部分內(nèi)容描述了高速公路-鐵路平交道口報(bào)警系統(tǒng)設(shè)施何系統(tǒng)安裝或修改使用前的檢查和測(cè)試推薦規(guī)程。陳述了操作規(guī)程建議的一般規(guī)定。
B.總則
檢查和測(cè)試確保:
1.計(jì)劃合法且正確,并在所有地點(diǎn)保持。
2.按照設(shè)計(jì)和預(yù)期功能提供備用電源。
3. 在每個(gè)高速公路引路檢查光度單位,保證裝置排列適當(dāng),并且所有報(bào)警設(shè)備的視線不受阻礙。
4. 每個(gè)光度單位電壓符合要求。
5.使用手冊(cè)中的切斷和起動(dòng)開關(guān)按鈕,確保對(duì)每條軌道達(dá)到預(yù)期功能。
6.延時(shí)繼電器或任何固體器件執(zhí)行同樣功能的時(shí)間,在使用電路啟動(dòng)時(shí),不得少于計(jì)劃規(guī)定的時(shí)間。
7.報(bào)警設(shè)備功能正常。

C.閃光燈單位:
檢查和測(cè)試確保:
1.光度單位水平安裝在2英尺6英寸中心位置,在車行道路肩上,距離背景底部不少于7英尺6 英寸。
2.燈具能按照規(guī)定頻率閃動(dòng),頻率不少于35次/每分鐘,但不超過65次/每分鐘。
3.光度單位閃動(dòng)時(shí)間大致相同。每對(duì)燈具的照明時(shí)間為整個(gè)運(yùn)行時(shí)間。
4.光度單位排列適當(dāng),符合手冊(cè)第3.3.5部分(排列的高速公路-鐵路平交道口信號(hào),反射器類型光度單位推薦規(guī)程),或者符合相關(guān)要求。
D.自動(dòng)門:
檢查和測(cè)試確保:
1.每個(gè)攔路木裝備不少于三個(gè)紅燈單位,用戶可在高速公路引路部分看見。
2.當(dāng)攔路木在上升位置,不得阻礙干擾高速公路交通。
3.在閃光燈單位開始運(yùn)行之后,攔路木開始按設(shè)計(jì)向下行動(dòng),不少于3秒鐘。
4.在任何正常列車到來或通過交叉道口之前,攔路木停留在水平位置至少5秒。

Recommended Instructions for Inspection and Test of Highway-Rail Grade Crossing Warning System Installation Before Placing in Service
Revised 2006 (3 Pages)
A. Purpose
This Manual Part recommends instructions that apply to the inspection and testing of highway-rail grade crossing warning devices and system installations or modifications before placing in service. They set forth general requirements representing recommended practices.
B. General
Check and test to ensure that:
1. Plans are legible and correct, and kept at all locations.
2. Stand-by source(s) of power is provided as designed and functions as
intended.
3. For each highway approach, signals are properly aligned and view of
signals is not obstructed.
4. Voltage at each light unit is as instructed.
5. Where manual cut-out and starting buttons are used, they function for
each track as intended.
6. Time of time element relays or any solid state device which performs the
same function, where used in starting circuits, is not less than time shown
on approved plans.
7. Warning devices function as intended.
8. Control systems, including highway traffic signal pre-emption
interconnection, if applicable, function as intended.
9. On primary batteries after continuous load for 5 minutes, or after a shunt
of 0.5 ohm has been applied for 5 minutes, voltage measures normal.
10. Proper signs are installed, clean and clearly visible to approaching traffic
on highway.

11. Each circuit that affects the proper functioning of a highway-rail grade
crossing warning system is free of any ground or combination of grounds,
as instructed.
12. All wires and cables installed are tested for insulation resistance, as
instructed.
13. Results of inspections and tests are recorded as instructed.
C. Flashing light units:
Check and test to ensure that:
1. Light units are mounted horizontally on 2 ft. 6 in. centers and not less than
7 ft. 6 in. to the bottom of background above the crown of the roadway.
2. Light units flash alternately and the number of flashes of each light unit per
minute is 35 minimum, 65 maximum.
3. Light units are illuminated approximately the same length of time. Total
time of illumination of each pair of light units shall be the entire operating
time.
4. Light units are properly aligned, conforming to Manual Part 3.3.5
(Recommended Instructions for Aligning Highway-Rail Grade Crossing
Signal, Reflector-Type Light Units), or as instructed.
D. Automatic gates:
Check and test to ensure that:
1. Each gate arm is equipped with not less than three red light units, visible
to approaching highway users.
2. The gate arm, when in raised position, does not obstruct or interfere with
highway traffic.
3. Gate arms start their downward motion as designed but not less than 3
seconds after flashing light units start to operate.
4. Gate arms assume the horizontal position at least 5 seconds before the
arrival of any normal train movement through the crossing.
5. Gate arms fully rise in not more than 12 sec., or as instructed.

6. Release values of hold clear excitation devices are as specified by
increasing excitation until normal operating value is obtained, then
reducing excitation gradually until hold clear device releases.
7. Gate arm torque adjustments are made per manufacturer's instructions, or
as instructed.
8. Gate arms operate uniformly, smoothly, and complete all movements
without rebound or slap, and are securely held when in the raised position.
9. Buffing or snubbing of gate mechanism is effective, per manufacturer's
instructions or as instructed.
10. Counters, when used, are correctly adjusted.
11. All contacts on circuit controllers of gate mechanism are in proper
adjustment and alignment.
E. Bell
Check and test to ensure that:
1. Voltage at terminals is from 75% to 125% of the normal operating voltage.
2. Bell operates between 100 and 325 strokes/impulses per minute, as
instructed.
