Chapter 13 Disposal Measures & Emergency Response Plan
一、 概述
I. General Information
根據(jù)建設(shè)工程的特點，工地現(xiàn)場可能發(fā)生的安全事故有：坍塌、火災、中毒、爆炸、物體打擊、高空墜落、機械傷害、觸電等。應急預案的人力、物資、技術(shù)準備主要針對這幾類事故。
According to the characteristics of construction works, the possible accidents that may occur on the construction site include: collapse, fire, poisoning, explosion, object strike, high-altitude falling, mechanical damage, electric shock, etc. The human power, material, technical preparations of emergency response plan mainly aim at these kinds of accidents.
應急預案應立足于安全事故的救援，立足于工程項目自援自救，立足于工程所在地政府和當?shù)厣鐣Y源的救助。
Emergency response plan shall be established in the rescue of safety accidents, and in the self assistance of project as well as in the assistance of local government and local social resources of the project.
二、 應急組織
Ⅱ. Organization for Emergency
應急領(lǐng)導小組：項目經(jīng)理為該小組組長，技術(shù)負責人、施工員為副組長；
Emergency leading group: project manager is the group leader, and technical principal and construction personnel are deputy group leaders;
現(xiàn)場搶救組：項目部安全負責人為組長，施工全體人員為現(xiàn)場搶救組成員；
Site rescue group: Security chief of project department is the group leader, and the whole construction personnel are members of site rescue group;
醫(yī)療救治組：進場前由項目部、施工人員中抽取進行醫(yī)療搶救培訓，可以完成簡單的搶救工作；
Medical treatment group: Select persons from project department and construction personnel to perform medical rescue training before entering site, who can complete simple rescue work;
后勤服務組：項目部后勤部負責人為組長，后勤部全體人員為后勤服務組成員；
Logistics service group: The heads of the project department and logistics department are the group leaders, the whole staff of logistics department are members of logistics service group;
應急組織的分工及人數(shù)應根據(jù)事故現(xiàn)場需要靈活調(diào)配。
The division of emergency organization and number of persons shall be deployed flexibly according to the requirement of emergency scene.
應急領(lǐng)導小組職責：項目工地發(fā)生安全事故時，負責指揮工地搶救工作，向各搶救小組下達搶救指令任務，協(xié)調(diào)各組之間的搶救工作，隨時掌握各組最新動態(tài)并做出最新決策，第一時間向110、120、119、當?shù)匕脖O(jiān)部門、公安部門求援和報告實情。平時應急領(lǐng)導小組成員輪流值班，值班者必須住在工地現(xiàn)場，發(fā)生事故時，在項目部應急組長抵達工地前，值班者即為臨時救援組長。
Duties of emergency leading group: in case of safety accidents occur, be responsible for directing the rescue works, and issue rescue command task to the rescue group, coordinate the rescue works of all groups, and keep abreast of the latest trends of all groups and make the latest decision, call 110,120,119, local public security department, police for help as soon as possible and report the facts. In routine date, emergency leading group members are on duty in turn, and the persons on duty shall live in the construction site. In case of accidents, the person on duty is the provisional rescue head before the emergency group leader of project department arrives at the construction site.
現(xiàn)場搶救組職責：采取緊急措施，盡一切可能搶救傷員及被困人員，防止事故進一步擴大。
Duties of site rescue group: take urgent measures to do everything possible to rescue the injured and trapped personnel and prevent accidents from further expanding.
醫(yī)療救治組職責：對搶救的傷員，視情況采取急救處理措施，快速送醫(yī)院搶救。
Duties of medical treatment group: for the rescued wounded, take emergency measures according to the actual conditions and send to hospital for emergency treatment rapidly.
后勤服務組職責：負責交通車輛的調(diào)配，緊急救援物資的征集及人員的餐飲供應。
Duties of logistics service group: responsible for the deployment of transport vehicles, collection of emergency rescue materials and the food supply of personnel.
三、 救援器材
Ⅲ. Instruments for Rescue
應急領(lǐng)導小組應配備下列救援器材：
Emergency leading group shall be equipped with the following rescue equipments:
1、 醫(yī)療器材：擔架、氧氣袋、塑料袋、小藥箱；
2、 搶救工具：一般工地常備工具即基本滿足使用；
3、 照明器材：手電筒、應急燈；
4、 通訊器材：手機、電話；
5、 滅火器材：滅火器、消防栓；
6、 交通工具：工地常備一輛值班車，該車輪值班時，不應跑長途。
1. Medical equipment: stretcher, oxygen bags, plastic bags, small medical kit;
2. Rescue tools: the regular tools in the construction site can basically meet the requirements;
3. Lighting equipment: flashlight, emergency lights;
4. Communications equipment: mobile phone, telephone;
5. fire-fighting equipment: fire extinguishers, fire hydrant;
6. transport: a vehicle on duty is arranged in the construction site. In case of on duty of this
vehicle, it shall not have a long-journey.
四、 應急知識培訓
Ⅳ. First Aid Training
應急小組成員在項目安全教育時，必須附帶接受緊急救援培訓。
Emergency group members shall receive emergency rescue training for project safety education.
培訓內(nèi)容：傷員急救常識、滅火器材使用常識，各類重大事故搶救常識等。務必使應急小組成員在發(fā)生重大事故時能較熟練地履行搶救職責。
Training content: general knowledge of the wounded first aid, use of fire fighting equipment and rescue of all types of major accidents. Be sure that the emergency group members can perform rescue duties more skillfully in case of major accidents.
五、 通信聯(lián)絡(luò)
Ⅴ.Communication Liasion
項目部必須將120、110、119項目部應急領(lǐng)導小組成員的手機號碼、企業(yè)領(lǐng)導手機號碼、當?shù)匕踩O(jiān)督部門電話號碼，明示于工地顯要位置。工地搶險指揮及保安人員應熟知這些號碼。
Project department shall clearly indicate 120,110,119, mobile phone numbers of leading group members of project department, mobile phone numbers of enterprise leaders, and phone numbers of local safety supervision department. Site rescue command and security personnel shall be familiar with these numbers.
六、 事故報告
Ⅵ. Accident Report
1、 工地發(fā)生安全事故后，項目部除立即組織搶救傷員，采取有效措施防止事故擴大和保護事故現(xiàn)場，做好善后工作外，還應按下列規(guī)定報告有關(guān)部門。
1. In case security accidents occur in the construction site, project department shall, besides organizing to rescue the wounded immediately, take effective measures to prevent accidents from expanding and protect the accidents site, deal with problems after accidents, and shall report to relevant departments according to the following regulations.
2、 輕傷事故：應由項目部在24小時內(nèi)報告企業(yè)領(lǐng)導和安全生產(chǎn)管理科；
2. Minor wound accident: Project department shall report the accidents to the enterprise leaders and safety production department within 24hours.
3、 重傷事故：企業(yè)接到項目部報告后4小時內(nèi)報告上級、當?shù)匦袠I(yè)、行政、主管部門和安全生產(chǎn)監(jiān)督管理局；
3. Severe injury accident: The enterprise shall report to higher authority, local industry, administrative competent department and Administrative Bureau of Safety Production Supervision within 4hours upon receiving report from project department;
4、 急性中毒、中暑事故：應報告當?shù)匦l(wèi)生部門；
4. Acute poisoning, heat stroke incidents: report to local health departments;
5、 易爆物品爆炸和火災事故：應同時報告當?shù)毓矙C關(guān)。
5. Explosion of explosive articles and fire accidents: report to local public security organ.
