2.2.1 The Law of Telecommunications responds to the regulation of open markets. Nevertheless,
it is necessary that the Executive authority proposes to the Legislative Power in the short
term some modifications. These are, particularly, the elimination of the prohibition of the
services of reverted call and the creation of a Bottom of Access and Servicio Universal

considered pertinent to define the objectives of the process, on which it will turn the sectorial

a) To reach the universal service in the urban areas and the universal access in the rural areas,

b) To improve the quality of the service and to diminish the prices of all the services, and
particularly those of Long Distance as rapidly as possible to approach them the best practices

c) To foment the convergence of the services all the consumers and substantially to increase the

4.1 The fusions, acquisitions and transferences can allow all the operators to enter with but force
markets where they do not operate at the present time because of privileges of local
exclusive feature or Long Distance. That will be useful to the operators to rebalancear the
structure of its business and to fortify itself by integration to groups of greater economic
